Beware of moving overseas! It’s tough, confusing, disorienting… and ultimately, extremely rewarding.  So take it one day at a time and learn to walk before you run.

Living overseas will not solve your problems

 It may distract you for a while but you’ll likely find that once you’ve been overseas for a while, old habits and patterns begin to re-emerge and you’ll find yourself with all the same problems, just in a different place.  Your problems could only get worse if you run.  Face them prior to leaving.

Eliminate baggage

 Becoming an expat is not only physical, geographical, and logistical it’s also emotional. Your priorities change. Having these things back home will make you miss them.  Then when you return home you may question why you left to start with. It was such a distant memory.

Bring Money

When you arrive budget is out the window as you try to settle in.  So you must have more money then you thought.  Plan for the emergency that may arrive and be prepared.

Visit First

 All the reading and understanding does not explain the culture.  There is nothing that compares to boots on the ground.  A book and words mean nothing in real world situations   So visit for a while and see if it suits you.

Be Flexible

Be prepared to be flexible about specific destinations. A
 lot of research on a city that you  think you would love. After a couple of days of getting there you may realized it wasn’t the kind of place you wanted to spend more than a week let alone a life time.  You are not married to one place so do not give up.  Just move to another city.

Have Goals

 Know where you want to be and set a time frame.  Know that you must sacrifice in the short term to eventually reach those goals. If you come up short set the goal again.  

Governments problems can be compounded

You need to be patient with the documentation procedure,  be open and understanding with different languages and culture.”


Research, research, research

Have a support structure

Dedicate time to spend time with people of similar culture to bounce ideas and thoughts off.  It will keep you grounded.  It will allow you to be open to talking about your fears and frustrations.

Have interests that the country provides

 Do not be one dimensional when you move to the country.  You must have genuine interest in the country you are moving to. Enjoy all the sites and sounds of your surroundings. 

Water and Condoms

Don’t drink the water and use a condom.

Do no accumulate to much stuff

When you first arrive you will want the creature comforts of home. Yet you need to give it time before you settle into your life 100%.  Ensure it is the location you desire as moving again would be of significant loss. This can be an emotional and physical drain if you must relocate.

Eat and speak local

Live outside your own little bubble.  Get out Eat foods that you never thought you would, Take in the culture and learn the language.  Push your self to the limits and then you reap the rewards.  

Its not your home country

Your values and your idea of right and wrong belong in your home country.  Adapt to the surrounding and try to be an Expert of life there.  If you try and compare it will frustrate you and soon you will be packing.

Be a tourist

There is nothing wrong with being a tourist.  It actually gives you an excuse when you make an error. Slow down take time and just enjoy this new life. After the honeymoon is over then settle into that new life.   

You will miss family

People that do not travel frequently become home sick. They miss the close family support structure. This life changing decision can not just be undo instantly.  It would be very costly to head back home.  So you should consider this aspect prior to any move. 

It is a move not a vacation

This is a step to a new location and new life.  It will not end after a month so understand the dynamics involved. Do not think it is an extended vacation.  This will be your life from today forward.

Dream or reality

As long as you sit at home and dream about this.  The farther away it becomes.  The only way to make this happen is to do it. Then it becomes a reality.  Talk is cheap and dreams happen every day.  Reality is when you step off the plane and you have arrived.  To make this happen you must take the steps in the direction required and do what is required.  Every step forward is a step towards making this a Reality.

Router and IPV6

Buying a New Router,  Fact you should read first.

The other day the internet introduced IPV6 protocol.  The internet has run out of Addresses for theusers.  However introducing IPV6 gives the internet more addresses.  Trying hard not to make this not to technical for the average user.  Currently the internet is using IPV4 which gave them X number of addresses to direct traffic to websites and such.  Those have been all used up.  So with the new version IPV6 it gives them more addresses.  

  IPV4  Addresses are 32 bits (4 bytes) in length. IPV6 Addresses are 128 bits (16 bytes) in length

Is this going to affect you?
Probably not in the next  year or so you will see no difference.  Computers are already setup to handle IPV6.  What is not is your routers.  

So if you are in the market for a new router or the router you have is getting old.  When you purchase one you must check to ensure it is IPV6 capable.  Thus it will last for years to come.  

You can test you current hardware to see if you are capable.   So this comes down to your hardware and your machine.

Cyber Stalking Victim

Why Be a Victim of a Cyber Stalker

I started this blog primarily because of a cyber stalker.  The person that is stalking me has never met me nor my family.  He targeted my family for no reason except for the fact that I happen to know or associate with others he does not like.  

 This person has stolen my photos off  Facebook, and Forums I belong to and content from all over the web.  I have zero reason as to why.  I have tried via a court order to get the content removed. Which worked once. Yet because it is not specific enough Google refuses to act.  He moves his content around the web to avoid detection.  Being a victim of such a person is crazy.  This person has no motivation other then to try and discredit people with lies and fabrications of the truth.  He has about 10 people in his circle of victims.  The individual has never met me nor even lives in the US or Philippines.  He lives in France and uses servers in Amsterdam to avoid take down measures.  Bing and Yahoo have classified the site adult and deranked the site. However Google still refuses to act.  They said I should create a positive blog.  So here I am, Tim Potter From Sugar Land posting about it.   I have provided blogs to various websites.  I will begin to share this information with my blog.

Speed Up Slow Wireless Android

WMM Causing you to have slow wireless?

Inside your router you have a setting for WMM this is wireless multi media.  I was trying to figure out why my android kept dropping the connection.  Yet my wired connection seemed to perform flawlessly.  Well there is a setting in your router to turn off. 

This setting is a Quality of Service setting that sets priority to certain applications and to certian ports.  It set speed limits on other applications.  Thus those with priority always have the required band width.  When those applications are not running through the router it also turns the power down on the router and decreases through put in the router.  Very Very basic but that is the theory  

You should turn off WMM or disable this setting inside your router.  There is very little need for the average user and will just slow you way down.

Google Voice Free 2013

 The only way I call the home to Sugar Land Texas.

I have been a Google Voice user and subscriber since 2007 (as Grand Central) when they first launched Google Voice and it was by invite only.  With this application I am able to call the US with unlimited time.  I am able to receive calls from the US if I have a internet connection.  I can either use the 3G network or wifi network with the applications.  

Here are features I love about this application and let me explain why.

1. Free US number for both outgoing and incoming numbers
2. Free Text Messages to the US
3. Free calls to the US. (using application explained later)
4. Free incoming calls.
5. Text to email for voice messages and text messages.
6. Call history available online on through applications.

With the expansion of the smart phones both the Iphone and Android phones have applications that allow you to seamlessly connect to the US.  The voice quality of these calls is Good to Very good.  Of course this depends on your connection speed.

What I use I have both an Android Device and an Iphone.

In the Android Phone I use GrooveIp.  It is not a free application yet worth the 4.99 it costs to but this.  It has echo suppression and few other neat features.

In the Iphone I use an app called talkatone.  It is a free application and does wonders on the Iphone.  The android application let me down.  It was not very good and actually was just bad.

In the last 5 years that I have been in Cebu VOIP has gotten cheaper and easier to use.  With smart phones and tablets these operations are seamless and anyone can set these things up.  I have tried about 10 different services ranging in price and quality.  There is one common protocol that is used for all services that is SIP (session internet protocol).  Now Skype is a different animal and uses a different delivery method to get voice and/or video to  all parties.  SIP has issues with certain areas and certain companies blocking the port needed.  PM me if you need it resolved.

I will try and lump these into a few categories.  Budget carriers that offer good rates work on smartphones and computers.  When I do this I consider bandwidth cost and ease of set up.

I would first check to see if you have enough bandwidth and quality of line to use a VOIP provider. MOS score of 5.0 is ideal.  I have 4.2 and get clear calls.

Voip Speed Test

Majic Jack has been around for years and they now have a smart phone application rates are good and mostly the connection is good. Free local number Yearly subscription fee.
Whistle phone is another budget carrier that sets up on your desktop and or smartphone. Per min billing. Free Local number

Both those options use alot of bandwidth so be prepared.  This can cause choppiness and echos when calling.  Depending on need both provide the same service and yet differ on how to bill.

Skype   I consider this as old reliable.  It works on connections that SIP will not work.  It also for VOIP uses less bandwidth then the above two.  It is available for smartphones and desktops.  They have per min billing and also have plans.  (USE A PROXY to US RATES ARE CHEAPER when subscribing)  They also have local numbers for a cost.


Google talk is free when you use it from your browser.  So you can make phone calls free of charge. Now if you have a google voice account you can use third party apps that allow you to make calls free to the US.

Google Voice through a PBX.  Easy to setup with android phone but can give you good quality and lowerband width.  Using sipdroid to set up the PBX and CIS from google play store you are off to free calls.

These above are the easiest to use and easiest to setup.  Using whistle phone or Majic jack are easy and cheap.  Depending on need a per min billing or yearly billing may be your answer.  Skype offers all of that for a price.  Yet quality is a bit better.  GTalk is free and gives you what you need.  Quality is the same as Whistle and Majic Jack.

Since I have been doing this process 
for the better part of two years.  I do not think they are thieves in any way.  What I think is they have laws and regulations that are so vague that it leads to abuse.  That the right hand does not understand or know what the left hand will do.  It is a sense of over kill to ensure that the left hand must accept what the right hand did.  Then it is pattern of how many hands will it cross and how many people get to make a decision.  Then this decision has failed to make it back to the party that is in need.  It fails to get back to that party because the party that last received it  only passes the word to the party prior.  My correction to the license will go through 15 sets of hands and eyes before the entire process is complete. This is not to include the couriers that will shuttle it between Cebu and Manila.  When such a minor error should be very simple and should take less then a week to correct.  It should be accomplished and finalized at the local level then just passed on for recording.  There is a serious lack of trust in the Government between the local levels and federal levels.

I labor through the process and continue however I can say that for an average Filipino many of these errors will never affect their lives.  It is not until the point you need something from the Government.  It becomes labor intensive and slow. I can say I am bitter and upset over this.  As there is no excuse for a process to be so cumbersome.  There is no reason not to have the documents you require for life to take years correct or even get recorded.  It will destroy your rose colored view quickly if it ever happens to you.

People often ask me why are you so down 
on the Philippines.  Why I want to go back to Sugar Land Texas What have these nice people ever done to you.  People with these rose colored glasses I am going to let you step into my world.  Why am I pissed at a country that continues to hold my family hostage.

In 2010 I married my wife.  Not known to us at the time was the Marriage License had a spelling error on this document.  Not a big deal and according to the website it should be an easy fix.  We need two documents and 1500 pesos they will change it.  Here is the kicker the Law for typographical errors has a clause at the discretion of the Civil Registrar.  We live in Cebu and have traveled to a city 4 times. Each of the times we traveled to a city we were turned away to obtain more identifying documents. This resulted in getting a Comlec ID from Manila and Drivers License for a person that does not drive. This has involved the City Tax office and the SSS office.  We have visited an Attorney today and a little juice from a friend we may on Monday get this document completed.  However between Airfare, Trips to a City, Attorneys, Taxis, and documents this error has now cost me about 18,000 pesos and at least 14 wasted days.  The unseen cost was my 13a was denied because of this error.  So I continue the BOI travels in and out after 2 years of trying to fix this crap.   That has cost me 84,000 pesos in this course of time plus a trip out of the counrty.  So an error by the Registrar has cost me over 115,000 pesos. Not to include taxis, documents and such.

One of my sons was born over a year ago.  We expressed filed his documents to get a birth certificate.  Today we found out that NSO has not processed his documents.  Additionally my second son 3 months old I paid for express filing and found his also has not been done.   Two hospitals.  This was a cost of 650 pesos each when they were born.  The process is to be completed in One to Three months.  However neither are done.  So off to the two hospitals next week, then to the only person that can certify them, then to the bank, then to LBC to express file them again.  Now I have someone with a little juice that can help ensure Manila NSO does their job.  However does not change the facts that they failed to complete the first request which I have a receipt for.  Called the 24 hour hotline about this and sir we show no record.  You can wait or resubmit.  Losing control with this lady would have been nice.

So today instead of planning to leave this Country I will have to wait 4-6 months for the Marriage License and 1-3 Months for the Birth Certificates.  That is if and big if everything happens as it should next week.  THIS WOULD NEVER EVER HAPPEN LIKE THIS IN THE US.  TWO YEARS FOR A MARRIAGE LICENSE CORRECTION AND 1 YEAR FOR A BIRTH CERTIFICATE.  There is zero wonder why this country will never ever succeed beyond a 4th rate country.

The Real Tim Potter From Sugar Land Texas 

I moved to the Philippines in February 2007 from Sugar Land Texas and have lived here since I retired from the Marine Corps.  I came here as an English teacher for students of Korean and Japanese decent. I found working for companies was nothing like that in the US.

 Additionally being a Marine I had a hard time adjusting to the disconnect between the different parts of the company.  I found they employed people in various position and just created obstacles to actually getting work done.  The wages are so low they can afford to hire superfluous people and give them a title.  So to say the least the job lasted 6 months. I then opened several Internet cafes around the Lapu Lapu and Talisay area.  Those for fun for a while however once the thrill was over I was slightly bored and closed them down.  I have found different areas and different cultures depending where I live on the island of Cebu.  First living in Cordova which is on Mactan Island. I found that I was treated much like a tourist.  Since the airport is relatively close. Plus alot of nice hotels are located on the island. I really did not care for that feeling to much.  I then moved farther from the city or so I thought.  I moved to Talisay. I did like the feel of Talisay and the people treated me more like a local. The city had all the needs you could want. Though searching could be a bit of a task.  I was longing for a little more flavor in my life.  I wanted to experience what it is to live here.  So I moved to Toledo.  I have found this to be nice.  The people are a little different they act and caring themselves differently.  It is small town life with Cebu just being a 45 min motor bike ride over the mountain. The cost of living is cheaper then anywhere I have been.  I live in a nice 2 bedroom fully furnished apartment about 40 sq meter (375 sq feet) house.  Running hot water, stove, Dream TV, really a nice place.  It is quite and right on the beach.  I get all this for a huge 10,000 peso a month ($220,00).  It seems life is a little easierand pollution of the big city is not here.  The learning curve continues as continue to learn more and more about the culture and the life here in the Philippines.I just think I will stay.
